Because Penn Central Corp sold the railroad assets to the government.  The company continued to exist.  In all cases, the government purchased the assets that Conrail felt that they needed, not the entire railroad.  Thus the EL west of Marion continued to be owned by the EL trustees, not Conrail.  This is just one example.
