CP Rail is not being "whiny" at all.  The trackage/haulage rights into New
York City on the east side of the Hudson are mandated by the Surface
Transportation Board.  CP is looking to gain these rights.  CSX is being whiny
itself by trying to limit the amount and type of freight CP Rail can
transport.  Sounds like Conrail back in 1976 concerning Delaware and Hudson's
inability to get around all of the Conrail restrictions.
