Bill,
It has a New York State seal because police officers (even RR police) are
commissioned by the state that they work in. Technically, I believe a RR cop
could pull you over for speeding. Not 100% sure about that, but the point is
that PC police were divided up by states that they worked in. That part of
the badge (the seal) looks OK.

Okay, but why would it have a NYS seal in the middle of it?  That makes no
sense to me... it makes it look like someone copied a NYS badge of some sort
and added the lettering Penn Central Railroad to it.
