PC: land purchased from Penn Central

I have 13 acres purchased from Penn Central in the 70,s I believe and am 
trying to use same of course being snowballed from all sides-the land is in 
NY state, right along the beautiful Mohawk River and it is now desired by the 
state transportation,parks and recreation to become part of a rails to trails 
project.

If you have any place to inquire about this land use I  would sure be 
appreciative. 

Also I see in the records that after I purchased some years there is another 
party with a registered deed to adjoining property- they purported to buy 
from some other rail entity I have never heard of and was never mentioned in 
my abstract so I am trying to find out how and ?? why this was ever 
registered??  
I recall that I dealt with Penn Central themselves and had quite a long 
process with surveying and abstracting and have copies of the five court 
orders allowing them to sell to me.

Can you possibly direct me where to inquire about this mistifying event?
