PC: Montreal Secondary

I've been working on a concocted corporate history for a model rr that
purchases the Montreal Secondary shortly after the Staggers Act gets
rolling.  Even though I grew up in the Watertown area, I am having a
difficult time figuring out what keeps it alive.  I don't see any big
sources or destinations for traffic and am not sure how the bridge
traffic from Canada can justify it.  I sure would appreciate any
comments anyone might have and would be more than happy to discuss
off-list to prevent clutter.
