A. No not necessarily! The fact that the GP38AC were AC's is a big difference. Generally when something is built to another spec it is virtual identical with the exception of paint. The LV C628's were lighter than the PRR's and had different horn and headlight placement.
The GP38-2's and U23B's had a number of small differences, the most visible being the application of plows.
Some more recent examples are the D&RGW SD50's that were built to CSX specs. The D&RGW sent these units to mid American car and had $25,000 worth of modifications performed so that they would meet D&RGW specs. The CNW SD50's were built to MP/UP specs and their 55 SD60's were built to SOO specs. The SD60's even have the chrome kick plates on each step that were standard on Soo units. The Tex Mex bought two GP60's, one built to an SP spec and one to and NS spec. Under the paint they look vastly different.
