Walt,
No, it was not the other way around. EMD settled on the short hood handbrake 
and left it there until the SD/GP50, According to my GP/SD40 operators manual 
from EMD, models made after 2/69 had the handbrake located on the fireman's 
side of the short hood. "convenience and ease of operation" were the 
catalyst.      Ed
