PC: Re: gp-38

Conrail has GP38's in the low 7900's and in the 7670's which were PC units
and do not have dynamics.   the 7670's were the group ordered by PR-SL and
I think they had 2000 seires numbers on PC.   the 7900 group I believe
would be an example of specific-purpose locomotives.   Both groups have the
Tandem control stand -
