I've never heard of anything like that - the only property that remained as
rail assets was that which was not included in the gov't plan that formed
Conrail, tracks like branches in Michigan and Conneticut, or more
specitically the Ontario Secondary, parts of the Elmira Branch, and others
in central NY state - some of which were operated by Conrail under subsidy
before being transferred to others, and some which PC pulled up right out
from under lessors (Michigan Northern comes to mind). Other track was given
up on (Bellona-Seneca Castle on the Elmira Branch) entirely. How can PC
maintain cars if it has no facilities?
Conrail still operates cars with all kinds of old reporting marks, I've
seen cars restenciled with CR stencils in their orginal reporting marks
(particularly Reading hoppers seem to get this job) - over black paint,
over brown paint, over whatever must have been handy. In the case of the
green paint, maybe someone found a few cans in the back and elected to use
them, perhaps there wasn't enough left to paint a car or it was left over
even after painting out PC cars and so forth.
Is it my imagination or are the "PCB" 54' covered hoppers still a darker
shade of green paint?

: but a bank holds the mortgage. All operating assets were
