This was one of the ex-PRR passenger equipped F7Bs intended to run with the PRR FP7s.  In PRR days they were used in both freight and passenger service.
 
By the time Penn Central came around they were strictly in freight service and PC just did not disconnect the steam generator and remove the stack.
 
The shiny PC black was probably just because it was freshly painted.
