Coming from a Connecticut source, it would be considered a good thing. Like it or not, it IS on the departed's list of notable achievements.

He had a hand in causing the Penn Central collapse by working to force Penn Central to buy the New Haven as a condition of the merger. (The way the obituary is written it appears the writer thinks this was a good thing!)
