That's true, but what I can't understand is why the PC would want to 
merge the LV anyway, since the LV was bankrupt from 1970 on itself, and 
the PC had screwed up one merger already. Merging the LV into the PC 
almost certainly wouldn't have made PC any stronger as a railroad.
