I passed your question along to Jim Six, my long-time friend who grew up with NYC F's in Amherst, OH and has created some of the finest HO scale New York Central diesel models to date.

Here is Jim's reply:

Model Flex NYC Light Gray is EXACTLY correct for fresh painted locomotive.  However, the light gray faded somewhat quickly.  White needs to be added to match the faded look.  Good luck!
