PC: PC Shipping Rates

Folks,

I'm writing a paper on railroad rate regulation through the ICC, and I'm in
a bind. I'd like to know if any of you have a source or a suggestion for
where I could find examples of the PC going to the ICC and asking for a rate
increase (or decrease) and being denied. If a case exists where the PC asked
for something and didn't get it, whereas Conrail asked for pretty much the
same thing in the 1980s and got it would be of the most help.

Any source of information y'all can provide about the ICC's regulations et
cetera during the PRR/PC/CR era would be _greatly_ appreciated.
