One of my teachers in college had worked for the Penn Central.  He told
us of an experience where the railroad was servicing the steel mill at
Johnstown.  The number of cars picked up was always less than the number
delivered.  An investigation determined that the steel mill was scrapping
some of the cars along with their loads!
