If a boxcar were to be repainted in 1971 wouldn't the roofwalk be
removed before painting?  I thought this was about the time that
roofwalks on most everything except covered hoppers started disappearing
due to government regulations or whatever the actual reason may have
been.  Insurance requirements perhaps?
