PC: railfan warning (Long)

I hope Gary Steubens'  forwarded message makes its' way to places where
there are people who make decisions about things like railfans and
security and can be convinced that there are other options than either
"opening the gates" or spreading the "hate you, get away from my stuff"
attitude.
 True, some railfans are not especially responsible: the one running
through North Yard in Framingham while flat switching was in progress
for example, on the other hand I've been the one to call the police when
I catch kids stealing beer out of boxcars in Readville.
