PC: Weird blue PC gons

Hi

If you turn to page 123 of the PC Colour guide, at the top of the page
you'll see a jet powered snow remover thingy.  All very nice 'n' that, but
looking behind for a second, you'll see a couple of light blue gons with big
lettering.  Big deal you may think, this is, after all, three months after
the formation of Conrail, but they have Penn Central worm logos!  I'm
guessing they are in MoW use, as one is carrying track panels.

Anyone know what's the story regarding these gons?
