The NYC didn't use a Cab Signal system at all.  They used a cheaper 
intermittant Automatic Train Stop system that would halt a train if it 
passed a restricted speed signal too fast.  It still furfilled the FRA 
requirement and speeds above 79mph were permitted.  In the 70's thos ATS 
system was ripped out.
