There was a Penn Central Airlines, items from which do occasionally show up 
on Ebay, sometimes mistken for the railroad.  I think it may have operated in 
the 30's to 60's? which would account for the ornate lettering.

A possibility is that this is a PC rail item, something used for first class, 
business car, or upper brass?
