As for takeover, I believe this was indeed the case, because in a P&LE U28B 
article by Jim Six, it has a brief history of the P&LE, and he wrote that the 
P&LE didn't become independent until the CR merger, when a goup of hopefuls 
tried to resurrect the old P&LE, something along those lines.
