PC: NYC caboose renumbering for PC question

Last night, in the course of a friend applying decals to an NYC bay window 
caboose, it was discovered that several of the NYC bay window pictures 
feature numbers that are not the as - built NYC assigned ones.  They were in 
the 217XXX range, yet lettered with NYC - style lettering and numbers.  The 
pictures were from 1965 and 1968 and clearly, it appears as though these 
cars were renumbered, as were the locomotives, for the merger with the PRR 
long before it actually transpired.
Do any of you fellow PC or NYC enthusiasts have any knowledge of this?  I 
feel pretty ignorant that I never realized this before.  Always something 
new!
