Perlman was the President and later Chairman of the NYC who was brought in to modernize and turn the company around.  While many people today (myself included) think of the Central as the father of modern railroading (high speed, bi directional mains, marketing as opposed to sales departments, research labs ect.), it wasn't always that way.  In fact the pre-Perlman central was becoming a bit antiquated.  Many of the Perlman management team went on to lead the rail industry and many of the "modern" practices in the industry got their start at the NYC.
