OK, on Our PRR-FAX Discussion List, I found these notes =

Budd built obs class POC85C, Martha Washington #7127 and Benjamin Franklin
#7126, 1952 for the order for the Congressional / Senator trainsets.

Another one or two showed up later (?) as I show the George Washington #
7128 in my notes....

Too late, too tired to dig further / deeper ? hahah,
