One other explanation may have to do with the new Pearlman management that arrived on the property largely after dieselization had been completed. Pearlman's team introduced modern management practices that called for the justification of an expense based on it's rate of return. The lower purchase price may have helped justify the new locomotives. Given the fact that they had a sizable fleet of dynamic brake equipped F7's and FA's to cover the B&A and the coal branches, the operating department may have felt that they could live without D/B.
