You are referring to NYC 6155 (renumbered 2399 in 1966), serial number
28906.
This unit was built in 11/63, making it older than the rest of the NYC
fleet. But it was not acquired by the NYC until 11/65.
Most NYC units did NOT have dynamic brakes. They didn't need them, running
on the "Water Level Route." The only first generation diesels to have them
were the 23 DRSP-4H (passenger GP-7) units. A photo of one of these (#5690)
appears on page 85 of the NYCSHS "Diesel Locomotives of the New York
Central."
The only 3 classes that did have dynamic brakes were the DRS-16 (GP-40),
DRS-17 (U-28B), and AF-30 (C-430). These were all delivered shortly before
merger.
