	Yes, only NS presumed that everyone would do as they demanded. 
	CR people have left rather than be forced into operations that they 
	felt were incorrect and knew wouldn't work.

	Both NS and CSX underestimated the amount of traffic that Conrail
	was handling efficiently. They wanted the routes, but misjudged how
	to handle the load. NS KNOWS how to run a railroad, but they don't
