Maybe it's just flatware with someone's initials - and not necessarily from 
any railroad?  It looks like the P is doing the heimlich maneuver on the C.

I can't find any other rail with the initials PC.

If anyone was doing some PC ultrafreelance modeling - it could be used for a 
PC logo from the 40's, as if PC had existed back then.
