Could this be the cause of the slow down?  I got it off Eastern Rail News.

CSXT Jacksonville Lightning Strike

The CSXT Dufford Dispatching Center took a direct lightning hit around 500pm
yesterday afternoon, damaging a major processor and communications lines, 
affecting
the railroad from Chicago to Philadelphia, Michigan and the C&O coal fields. 
The
railroad is slowly being restored. - Al Tuner
