Craig,

I just wonder if this may have been an FRA mandated item in the early to mid 
70's.
As one who lives (lived?) on the CNW I noticed during that time frame that 
all the units were getting the edges on the steps painted white.  This wasn't 
only on the CNW but the Milwaukee as well as the BN.  I no for sure this 
wasn't voluntary since the "Cheap and Nothing Wasted" surely wouldn't have 
lifted a finger to put paint on an engine it wouldn't even bother to wash for 
the next 25 years!   I'd check out the dates on several photos and see if 
this holds true.
