PC: Wreck of the Penn Central

I never have read the book, but have heard that the author goes into detail
about the giant upgrade that Penn Central "A.Perlman" undertook at Selkirk
Yard in NY I have also heard that it cost almost double what it was planned
to cost? Couldn't have the Penn Central expanded the terminal at Dewitt in
East Syracuse at a much lower cost? Land north of that yard was at that time
still mainly farm land , "now it holds a housing development, bus garage,
etc." Does anybody out there know why this couldn't or didn't happen? Love
to hear some ideas!!!
