The porthole windows in Tennessee Central Railway Museum's E unit 5764
(ex-PRR) have all been blanked. (This unit came to TCRX from the Broadway
Dinner Train.)
E units losing window may have resulted from FRA glazing regulations,
which were also responsible for many caboose windows being replaced with
steel plate. I'm not sure of the date when these regulations went into
effect; these windows may have been removed earlier for another reason,
such as vandalism problems. Also, if you look at some GE units (such as
the C30-7) you'll notice that the little windows on the side of the cabs
have been plated over.
Under certain circumstances, museum and excursion equipment may be exempt
from some FRA regs, so there is hope for restoration of many of the
treasures.
