Not quite.  It was the New York Central System that staged the photograph.
On 16 October 1945 four young ladies in attire that was not in the least
secretarial pulled upon four individual ropes attached to Niagara number
6001 (the first production NYC Niagara) at Harmon to demonstrate the
efficiency of roller bearings on axles and rods.

The photograph is reproduced on page 143 of "Ed Nowak's New York Central"
published by Interurban Press of Glendale, California in 1983.
