So far as I know, Penn Central used the FP7s exclusively in freight service,
though there may have been that oddball exception as the FP's all apparently
kept their boilers and other passenger service accessories even though they
rarely if ever saw passenger service after the merger. There were other
boiler-equipped units used most often in freight service that were still
passenger capable, but seldom, if ever so used. Certain PRR GP7s are one
example. I am not sure any of the GP9s of the PRR group were passenger
capable( equipped). I wish I could be more help, but based on my somewhat
limited knowledge, this is the best I can do.
