Garrett: heavy duty hump service is exactly what the Penn Central bought the G
E U23Cs and EMD SD38s for. Since the SD38s lack dynamic brakes, they are
rarely, if ever used in road service. All U23Cs, as f ar as I know are now off
of Conrail's roster. The two SD7s and 25 SD9s that were inherited from the PRR
via Penn Central were also used as hump engines.
