Both ICG and Missouri Pacific had quad stacked GP38s of both models with the
tall stacks, the only such 38s that I know of. I believe Union Pacific is
still using most of the MoPac fleet. EMD would, in cases such as these two,
build the 38s any way the customer wanted them. The MoPacs did not have
dynamic brakes as that railroad felt they were not needed in the predominantly
flatland territory MP operated in.
