if the law still exists, it is no longer being enforced. Other wise, the only
possible place to change engines would be at Newark Penn Station and schedules
are far too tight to permit it. That is probably why NJTransit runs certain
trains right into New York under diesel power.That and thirdrail pick up shoe
problems with the FL 9s account to why those locomotives and the Genesis units
frequently come into New York under diesel power. The pickup shoes often do
not engage the third rail like they should. I hope this helps answer this
question.
