IIRC, there's some sort of rule that freight cars can only be used 
for so many years. 25 comes to mind. After that, they must be retired 
or heavily rebuilt. If this is correct, then we'll only be seeing PC 
cars for another 3 years or so, because we're coming up on the 25th 
anniversary of Conrail in 2001. The assumption is that, if a car is 
heavily rebuilt, it will be repainted. Of course, non-interchange 
equipment is exempt. 

Can anyone verify what I remember?
