It seems that when Conrail began operations on April 1, 1976, all cabooses
along with all other freight cars were conveyed directly to the new railroad
rather than via Penn Central, which may have used borrowed cabooses. Conrail,
then when through its car fleet, along with the locomotives and began the
process of weeding out the junkers as the rolling stock was generally in worse
shape thatn the Conrail planners had realized and therein lies the prorblem
that kept Conrail from achieving profitability along the timetable outlined
for the railroad in its early years. The main and branch line track was not
exactly anything to write home about either. Along with the cabooses you
mentioned, Conrail had one hell of a mess to clean up and much of it was Penn
Central's doing. I hope this will be of some help to you.
