Sorry, don't know about availability of Walthers sets.  There were many
variations of the Penn Central paint scheme as with other equipment.  The
most correct arrangement in full PC dress was a black letterboard with Penn
Central in white,  black number plates with white slanted numbers at the
same angle as the lettering, and small black PC logos placed on the window
panels at the opposite ends of the car. The space closest to the ends of
each car was used unless the logo would not fit.  In that case the logo
would be placed in the next available panel between windows where clearance
was not a problem.   Many cars only received logos and numbers, some had
Penn Central spelled in black lettering on stainless steel letterboards.  
Ex-NH cars traded red window panels for PC "passenger green" and NH logo
panels for black PC logos on a plain background.  Again there could be many
variations.
