No, it is a C425 and the NYC never owned a C425.

The unit you describe is former PC 2431, PRR 2431. It was re# to CR
5067, shipped to GE at Hornell, NY in 1981, languished until 1988 at
Hornell, ownership of plant changed from GE to MK, purchased by New
York & Lake Erie 08/88 as parts supply.
