PC: dot & R question

I posted these questions to the Conrail list and got a limited reply.

The same questions are valid for the PC group

1. Does anyone know what the white dot to the upper right of the number on PC cabooses?

2. Does anyone know what the R next to the number is for. I have a good idea
on this, but want further explore others thoughts
