re: PC: Penn Central Bi-Annual question

There was only one bound Penn Central Bi-Annual. It was published in 
1973--another was planned for 1975, but was never printed in book form. 
Much of the material was later published in PC Railroader and Rails 
Northeast. There was a CR Power I and II published as separate books. These 
include many PC Photos as well.
