PC: PC black

I remember this debate from the past. In good light you could see the
difference. I am sure, however, that the PRR shops painted some PC
engines with paint of the "green nature", just as I sometimes saw PC
cabooses painted NYC jade green. These were the exception not the rule.

I am looking forward to 13D NS engines on PC rail. Now if we could get
green cabooses back....
